The area known as Praya has been extensively modified by the Military Authorities, who have appropriated a significant portion of the land originally allocated for the Parade Ground as part of the Claudication Project. The current layout does not provide sufficient space for a proper parade ground.
29. The Parade Ground of the Claudication Project has been outrageously curtailed, and the opportunity for providing a much larger area for a parade ground has been lost. The present space adjoining the area is apparently in the prolongation of the Parade Ground, but it is not sufficient.
23. What is adjoining on the prolongation of the Parade Ground would be a desirable addition (as shown in the enclosed sketch). It would facilitate the formation of a larger square, which would be beneficial for the city, particularly in the vicinity of Victoria.
24 & 23. I propose that it should be allocated for the purpose of extending the Parade Ground, thereby providing a more suitable area for military parades and other public events.
